Lt. Col. Nyakaisiki Carol Basalisa, who is involved in a bitter property wrangle with her relatives, has landed in hot soup after it emerged that she is using her position as a Uganda Peoples Defence Forces (UPDF) officer to intimate and take advantage of the people she is supposed to help.
Controversy arose about how Lt. Col. Basaliza does her things after it emerged that she has been reliably been conniving with judicial staff to hide, alter files and also fail to appear in court to settle family matters regarding the estate of her late brother Maj. Francis Kasaija RO/7930, who died on November 2nd, 2018.
In a letter seen by this website addressed to the UPDF Chief of personnel and Administration, the widows’ lawyers are requesting that should the will of the late Major Francis Kasaija Basaliza RO/7930 be in his position as they were made to believe, he avails it to them to enable them properly prosecute their client for revocation of letters of administration an order for accountability of the money withdrawn from the bank and any other relief deemed fit for ends of justice to meet.
“The purpose of this letter is to request that should the will of the late Major Francis Kasaija Basaliza RO/7930 be in your position as we were made to believe, you avail us with certified copies to enable us properly prosecute our client for revocation of letters of administration and enable beneficiaries of the estate of the late Maj. Francis Kasaija have justice,” reads part of the letter.
It should be noted that following Maj. Kasaija’s death, his sister Carol acquired Letters of Administration for his estate on January 11th, 2019, just a month after his death, something that has since become a source of controversy about how she acquired the Letters and how she is managing her late brother’s estate.
The estate Kasaija left behind that col. Nyakaisiki allegedly grabbed includes land in Bakeebwa Village, Rwengaju Parish, Busoro Sub-county, Kabarole District. The late was entitled to gratuity and pension from the UPDF and he was operating a savings account with Centenary Bank which Col. Nyakaisiki Carol also took over.
According to Binega (widow), trouble started when Lt. Col. Nyakaisiki acquired letters of administration for late Maj. Kasaija on January 11, 2019, only three months after the passing on of his biological brother.
She also states that having granted the letters of administration with the authority of the beneficiaries, Lt. Col. Basaliza Carol ought to have held a meeting with the beneficiaries/family to explain the status of the estate and how she is administering it however, she did not do so.
Besides that, the Widow also states that Lt. Col. Carol went ahead and opened up a personal account on which she receives money from Maj. Kasaija’s UPDF Wazalendo SACCO savings and to date she has withdrawn over 4,000,000 without remitting the same to the family.
This website further learnt that since there is a widow and adult children above 20 years, the family sat and resolved to withdraw the Role of Administrator of Kasaija’s estate since his pension and other entitlements are said to be misused yet his biological children are suffering.
According to the widow, children now depend on their grandfather for school fees and feeding plus general welfare
One old woman in the village of Rwengaju described carol Nyakaisiki behaviour as satanic and un-Godly. “How can that lady torture widow and orphans, she has a case to answer in the eyes of God and the widow with her children”?
According to lawyers, in the event UPDF does not act, a court order will be issued to arrest and arraign her before courts of law. Another move is to appeal to Judiciary to bring to book those that are using hide and seek methods to delay Justice
The matter is expected to come again on 6th July for determination. Relatives and friends and some updf fraternity are waiting eagerly
By presstime, our efforts to reach either Col. Carol or the UPDF spokesperson Brig. Gen. Felix Kulayigye to inquire whether this is standard procedure were however futile, because none of them could be reached through their known telephone contacts.
