The President of Uganda Yoweri Kaguta Museveni through the Office of the National Chairman (ONC) has appointed Sub-Regional Coordinators and Bazzukulu to work alongside the CAOs and RDCs in the monitoring of public service delivery at the local government levels to contain growing corruption and other illegalities associated with the administration units at the districts.
We’ve learnt that these coordinators spent the last 3/4 days on an orientation, induction, training, brainstorming on how to address Uganda’s challenges like corruption, poverty eradication, how to be Patriotic and overseeing some of the Government Programmes like Emyooga, the now popular Parish Development Model (PDM) that are aimed at eradicating poverty and improving on household incomes of Ugandans.
Ibrahim Kitatta Almalik the ONC Spokesperson says these coordinators who came together from Tuesday 7th February 2023, to Friday 10, 2022 were identified from all the Sub regions of Uganda.
The sessions had many facilitators from different walks of life including the head of Political intelligence ISO- Afande Frank Banana, State House Controller- Madam Jane Barekye, Presidential Political Advisor Mr. David Mafaabi, NRM Vice Chairman Alhaji Moses Kigongo, NRM Youth League Chairman- Hajji Nassur Gadaffi, Resident City Commissioner of Lubaga- Mr Anderson Burora among others.
In her address, Mrs Barekye tasked these coordinators to be agents of positive change in their regions and avoid using their new positions to engage in fights to divide the people. I also urged them to spearhead the fight against corruption at local government which is rampant.
“Don’t fear anyone, we are acting under the direct supervision and guidance from the National Chairman. I get reports every day that some of our female youths are sexually exploited and sometimes don’t get those jobs. Male youths are asked to pay Shs5-10m to get jobs. Some even don’t get them. The president says this is a disease that has failed service delivery. He wants us the Bazzukulu to go and trap these officials, record them and bring evidence. This is a task for us” she said.
She also warned the coordinators against corruption and misusing their offices as this would tarnish the image of the president.
“You’re on probation here, avoid being bribed. If you accept bribes, we shall disqualify you. So, guard against corruption. We’re going to monitor you region by region. Don’t be a coordinator who’s going to cause trouble in society,” she guided.
The NRM 1st National Vice Chairman Al Hajji Moses Kigongo cautioned ONC coordinators to observe a high degree of self-respect as they execute their new assignments.
“Be Respectful. Respect People, Respect People. The more you respect them, the more they will respect you. Our people down there respect people but they will respect you also if you respect yourself. Behave well because ONC is a big office and people respect it. Those you call small people are the ones who put you there (in your office)” he counseled as he closed 3-days orientation symposium.
He warned them against engaging in quarrels with the people as this would cause problems to the party.
“Always remember not to let down people who have been supporting us for all these years. Never tell them lies. Tell them the truth and they will respect you” he said.
The team will be reporting to ONC boss/ Chief Muzzukulu and the President’s Personal Assistant and head of Office of the National Chairman of the National Resistance Movement.
Each Coordinator/Muzzukulu Wa Museveni was equipped with a smart phone, a laptop and deployed to the field on probation basis.
Handing over the gadgets to the coordinators at the ONC offices in Kyambogo on Friday, Ms Uzeiye Namyalo urged the coordinators to use the gadgets to ensure timely submission of reports on the state of public services delivery in their respective local governments.
According to her, the appliances are part of the NRM party digitalization process to ease communications and all other party activities.
“Your role is to monitor government programmes and service delivery at the local government. The president thought it will be important to give you these gadgets (Computers and Phones) for a good working environment,” Ms Namyalo said.
She said the gadgets will help the coordinators in executing their work by way of research, reports, coordination and timely communication with the center.
The ONC Spokesperson Hajji Ibrahim Kitatta, while talking to the media, said the Bazzukulu have the task to make sure that Government services reach all Ugandans, especially President Museveni’s Bazzukulu and the poor Ugandans to improve on their incomes and well being.
“We expect absolute loyalty. If you’re not clear, we fire you and bring other people on board. We want results. We want to see you working and communicating on the various media platforms” he said to the excited coordinators who chanted ‘Jjajja Abeewo’ slogans in show of respect and love.
