The Fort Portal District Security Committee is proposing to have the management and administration of the Newly Created City placed under the Presidency . This follows a number of issues that have affected service delivery.

Its alleged that ,the Entity is chocking with a huge burden of debts a raising from Court Cases to a tune of over 20 billions with suspicions of collusion ripe .The team believes that with the President directly in charge an inquest into the high debt burden will be conducted for the smooth running of the Tourism City .

Another ground suggested is the persistent animosity between the technical and political wing with Fort Portal having the highest turn over of Town Clerks in A year . Over 5 Town Clerks have been posted in a space of one year all finding it difficult to work with undue political interference in technical works . It should be noted that ,Fort Portal City staff recruitment has been marred with claims of irregularities and political interference a scenario likely to widen the debt burden.

Late last year the Fort Portal City Mayor wrote pubic notices that people who need his services should always find him at his personal residence something security finds strange for someone drawing money from the consolidated fund . The political vacuum created a leadership vacuum on the side of the Executive and yet all organs of the District ought to be represented .

With the proposal at hand ,the Political wing is up in arms with all other central Government offices viewing it as a veiled vote of no confidence to the contrary of the intentions of the security looking to redeem the operations geared for service delivery .

Section 100 (3) of the Local Government Act Provides for the the take over of a district administration by the President where it becomes extremely difficult or impossible for a district government to function . Therefore the recent developments with all funds and assets a target by bailiffs ,its clear that the functioning of the City is difficult .
