Museveni Names Justice Moses Kazibwe Kawumi As New Deputy Chief Justice

President Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice of Uganda and Her Worship Agnes Alum as the new Chief Registrar, the Presidential Press Unit has announced.


According to the statement released on Thursday, the appointment of Justice Kazibwe Kawumi has already been forwarded to Parliament of Uganda for approval, as required by law before he officially assumes office.


The Deputy Chief Justice is one of the most senior positions in Uganda’s judiciary and plays a critical role in supervising the administration of justice, deputising the Chief Justice, and ensuring efficiency in court operations across the country.


Justice Kazibwe Kawumi is expected to bring extensive judicial experience to the office, having served in different capacities within Uganda’s legal system. His appointment comes at a time when the judiciary continues to implement reforms aimed at improving service delivery and reducing case backlog.


Meanwhile, the appointment of Agnes Alum as Chief Registrar places her at the centre of court administration. The Chief Registrar is responsible for overseeing the daily operations of courts, management of judicial staff, and implementation of administrative policies that support the effective delivery of justice.


The appointments are expected to strengthen the leadership of Uganda’s judiciary and enhance public confidence in the justice system.
Observers say the new appointments reflect the government’s continued efforts to reinforce judicial independence and improve institutional performance.


Parliament is expected to scrutinize and consider Justice Kazibwe Kawumi’s appointment in the coming days. Once approved, he will formally take over the position and begin executing his constitutional duties as Deputy Chief Justice.
