President Yoweri Kaguta Museveni has announced a major reshuffle involving senior government officials, nominating 13 individuals to key administrative positions across ministries, government agencies and Parliament.
The changes affect several strategic institutions, including the Ministries of Defence, Works and Transport, Agriculture, Foreign Affairs and Water and Environment, as well as the Inspectorate of Government and the Office of the Prime Minister.
Among the notable appointments is Edith Butuuro, who has been nominated to become the new Permanent Secretary of the Ministry of Defence and Veteran Affairs, replacing Rosette Byengoma.
Butuuro previously served as Under Secretary responsible for Finance and Administration at the same ministry.
The Ministry of Works and Transport is also expected to have new administrative leadership following the nomination of Eng. Flavia Guto Bwire as Permanent Secretary.
In another significant change, Maureen Kasande has been nominated to serve at the Inspectorate of Government, while Emmanuel Freddie Mugunga is proposed for the Office of the Prime Minister.
Sheeba Kyobutungi Rujoki has been nominated to oversee Science, Technology and Innovation in the Office of the President.
Other proposed appointments include Kenneth Akiri for the Ministry of Water and Environment and Barbara Namugambe for the Ministry of Agriculture, Animal Industry and Fisheries.
Charles Ssentongo has been nominated to head the administrative leadership of the Ministry of Foreign Affairs, while Prof. Stephen Akandwanaho is proposed for the Ministry of ICT and National Guidance.
Mark Sseremba has been nominated for the Ministry of Public Service, while Aggrey Wunyi is expected to take up the Permanent Secretary position at the Ministry of East African Community Affairs.
The reshuffle also extends beyond ministries, with Betty Mutesa Cwinya-ai nominated to the Public Service Commission.
Edward Sengonzi Damulira has meanwhile been nominated for the position of Clerk to Parliament, one of the institution’s key administrative offices.
Public Service Commission to Vet Nominees
Announcing the changes on Sunday, November 8, President Museveni said the nominations had been made in accordance with Article 174(2) of the Constitution of the Republic of Uganda, 1995.
The President directed the Public Service Commission to evaluate the suitability of the proposed candidates before their appointments are finalised.
“I have directed the Public Service Commission to assess their suitability for appointment and advise me accordingly,” Museveni said.
The nominations will therefore undergo the prescribed assessment process before the candidates can formally assume their respective offices.
Permanent Secretaries are the accounting officers and senior administrative heads of government ministries.
They oversee institutional operations, coordinate public servants, implement government policies and ensure accountability in the utilisation of public resources.
