Parliament has directed the House Committee on ICT and National Guidance to conduct a thorough investigation into telecom companies’ alleged involvement in illegal SIM card practices. The Deputy Speaker, Thomas Tayebwa, issued the directive during a plenary session following widespread complaints from the public about fraudulent activities linked to mobile numbers.
In Uganda the biggest telecommunication companies include MTN and Airtel Uganda.
Tayebwa expressed concern over reports that telecom companies were reallocating previously registered SIM cards without proper verification, leaving users vulnerable to fraud and other security threats. He emphasized the need for a comprehensive investigation, citing examples from other countries where parliamentary committees have summoned telecom executives and allowed the public to testify on similar issues.
“This is not just a minor problem; it is a well-organized operation. Many people have lost control of their mobile numbers, which are then used for criminal activities. We must dig deep to address this issue,” Tayebwa said.
Legislators also raised specific cases of irregularities. Sarah Najjuma, representing Nakaseke District, criticized telecom companies for issuing numbers without validating ownership through proper national ID verification. She recounted an instance where a woman attempting to replace her SIM card discovered another number registered under her name without her knowledge.
Betty Naluyima, representing Wakiso District, highlighted the difficulties in tracing unregistered numbers used by unscrupulous individuals to harass loan guarantors. “These illegal practices are a security risk. The Uganda Communications Commission must explain why unregistered numbers are still active,” she argued.
Prime Minister Robinah Nabbanja tasked ICT Minister Dr. Chris Baryomunsi with ensuring the protection of mobile phone users and reporting back to Parliament. Meanwhile, Finance State Minister Henry Musasizi acknowledged the growing menace of unregulated online loan platforms and assured the House that the ministry would present a detailed report on the matter.
The investigation is expected to shed light on telecom accountability and safeguard Ugandans against digital fraud.
