Kagame Appoints Stanislas Gashugi Gashugi As New Special Forces Commander

Rwandan President Paul Kagame has appointed Brigadier General Stanislas Gashugi as the new Commander of the Special Operations Force (SOF), following his promotion from the rank of Colonel. The appointment takes immediate effect, replacing Major General Ruki Karusisi, who has been reassigned to the Ministry of Defence headquarters.

The government has not officially disclosed the reasons for Karusisi’s redeployment, but the move is seen as part of a broader restructuring of Rwanda’s elite forces. The shift comes at a time of heightened regional security concerns, particularly in the eastern Democratic Republic of Congo (DRC), where Rwanda has been accused of supporting M23 rebels allegations that Kigali has consistently denied.

Analysts suggest that the shake-up in SOF leadership could be linked to Rwanda’s response to international pressure regarding its military involvement in the DRC. Western powers and regional organizations have urged Kigali to disengage from activities perceived as fueling instability. By appointing a new commander, the Rwandan government may be signaling an adjustment in its military approach.

Brig. Gen. Gashugi brings extensive operational experience to his new role. Before this appointment, he served as Chief of Operations at the Rwanda Defence Force (RDF) headquarters. In 2021, he was promoted from Lieutenant Colonel to Colonel and assigned as Rwanda’s Defence Attaché to Tanzania, a role that deepened his strategic and diplomatic expertise.

Maj. Gen. Karusisi has had a distinguished career within Rwanda’s elite military units. Prior to leading the SOF, he played a key role in the Republican Guard, the specialized brigade responsible for protecting the President and securing critical installations. He was first appointed Deputy Commander of the Special Operations Force in 2018 and steadily rose through the ranks, becoming a Major General in 2020.

Beyond his military career, Karusisi is well-connected within Rwanda’s leadership circles. His sister, Dr. Diane Karusisi, serves as CEO of the Bank of Kigali, one of the country’s leading financial institutions. While his reassignment to the Ministry of Defence does not signal an immediate exit from influential military affairs, it may indicate a shift in priorities within the RDF’s strategic operations.

The transition in command could provide an opportunity for Rwanda’s military to recalibrate its special operations strategy, especially in light of mounting diplomatic pressure. Observers speculate that the leadership change will allow the RDF to reassess ongoing operations and align them with national security and foreign policy objectives.

As Brig. Gen. Gashugi takes charge, his leadership will be closely watched for signs of policy shifts, particularly in how Rwanda manages its special forces in an increasingly complex regional security environment.
