The newly appointed ATMIS Deputy Police Commissioner CP Martin Amoru recently arrived in Somalia to take up his duties as the Deputy Head of the Police Component of African Union Transition Mission in Somalia (ATMIS).

His deployment has been questioned on how he managed to take up a position whose best candidate was left staggering like a thirty bird in a desert.

During the arrival at Aden Abdulle International Airport in Mogadishu, the Deputy Commissioner of Police CP Martin Amoru , was received by the ATMIS Police Reforms and Restructuring Department Coordinator – ACP John Simon accompanied by the ATMIS Police Ag. Chief of Staff, ASP Lindsay Ruwa and the Deputy Operations and FPU Coordinator ACP Robert Lule .

The ATMIS Deputy Police Commissioner was later ushered to movcon for clearance and issuance of the ATMIS Police identity card by movcon Ag. team leader SP A.J Suleiman.

The ATMIS Deputy Police Commissioner was overwhelmed with the warm welcome he received also from other Team leaders of the ATMIS Police Component where he shared a light moment with all of them before being escorted to the Mission Headquarters in Mogadishu.

Present at the Airport were: M & E team leader SP Peace Kyotalimye, PIO team leader ASP Suleiman Mariam Niyi, MTO team leader ASP Joseph Kamukwamba, ASP Alinda Everlyne, ASP Ojimam Godfrey CIP Micheal Rogers and CIP Edebu.

The reliable information reveals that AU considered Uganda to fill the position of ATMIS deputy commissioner which fell vacant when CP Alalo Christine who was in that position died in a Plane crush in 2019.

On, 9th ,July 2022,the African Union considered Uganda’s position of a deputy commissioner. Interviews were held by police leadership and CP Diana Kyasimire came as the best best officer for the mission placement.

According to the documents we have obtained,on February 2nd 2023,the inspector general of police Martin Okoth Ochola sent letter updating and approving her appointment after she had performed excellently in the interviews. But in the turn of events, some letter from Fred Zakye, defence advisor noted that as the institution encountered some hindrance with her deployment.

In May this year, after a deadly attack on a UPDF forward operating base in Somalia, President Museveni has accused some army commanders of deploying their relatives and cooks to fight Alshabaab militants”..it seems at some stage, some of the people who organize put names of their bodyguards, personal assistants and cooks. They create some sort of adhoc instead of integral units,”he said.

Efforts to talk to police authority for communication were futile as the ones concerned could not pick our calls.
