Just In: Museveni Reinstates Internal Affairs PS Lt Gen. Musanyufu,Two Officials After CCTV Corruption Probe

President Yoweri Kaguta Museveni has reinstated three senior officials from the Ministry of Internal Affairs after investigations reportedly found no evidence linking them to alleged irregularities in the Shs31 billion Police CCTV maintenance project.

The officials returning to the office are Permanent Secretary Lt. Gen. Joseph Musanyufu, Police Under Secretary Aggrey Wunyi, and Director of ICT AIGP Felix Baryamwisaki. They had been directed to step aside to allow investigations into allegations surrounding the controversial CCTV maintenance contract.

According to sources familiar with the matter, the President authorized their reinstatement after reviewing findings from separate investigations conducted by the Internal Security Organisation (ISO) and the State House Anti-Corruption Unit (SHACU).

The investigations reportedly concluded that the three officials were not responsible for any wrongdoing in the management of the contract.

Instead, investigators are said to have established that the contractor had completed only about 56 percent of the agreed work while seeking payment for the full contract amount.

The CCTV maintenance project became necessary after sanctions imposed on Huawei in 2019 prompted the government to engage Dealan Associates Limited, a Ugandan company, to maintain and repair the country’s police surveillance camera system.

Although the Ministry of Finance reportedly released more than Shs31 billion for the project, payment to the contractor was delayed amid allegations that bribes had been demanded before the funds could be processed.

Investigators are also said to have examined the alleged involvement of a middleman identified as Hassan Sserujonji. The President reportedly directed that criminal action be taken if sufficient evidence is found against him.

The investigations further found that Police Under Secretary Aggrey Wunyi declined to authorize payment because the contractor had not completed all the contracted work, maintaining that government funds should only be released after full verification of services delivered.

While the three officials have now been cleared and reinstated, the dispute over the CCTV project remains unresolved.

President Museveni has reportedly established another committee to independently verify the actual progress of the maintenance work, assess the value of services completed, and recommend the amount, if any, that should be paid to the contractor.

The committee is expected to submit its findings directly to the President before any final decision is made on payment and any further action arising from the disputed contract.
