The President of the Republic of Uganda His Excellency Yoweri Kaguta Museveni has thanked the President of the Russian Federation, His Excellency Vladimir Putin, for donating military and engineering equipment worth 53 million US dollars to Uganda, describing the gesture as a continuation of the historic friendship between the two nations.
The President, also the Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF), made the remarks while receiving the donation at the College of Logistics and Engineering in Magamaga, Mayuge District.
“These equipments, all of them are good. The obstacle clearer, trench digger, machines like the boats, and then the workshops, and the coastal station. They are all very important. What the Russians have done is ‘okuroza’, President Museveni said.
He explained that the equipment would enhance the UPDF’s operational efficiency, noting that mechanised trench digging would save time and manpower compared to manual methods.
Museveni highlighted Russia’s long-standing solidarity with Africa, tracing the relationship back to the era of the Soviet Union. He noted that since the 1917 Bolshevik Revolution, Russia has consistently supported anti-colonial struggles across Africa, Asia, and Latin America.
“Our relationship with Russia is not just about defence and security; it is ideological and strategic,” he said.
The President thanked Russian President Vladimir Putin for his continued support and urged Ugandan officials to follow up on other aspects of cooperation discussed between the two nations, including humanitarian projects.
In his remarks, the Russian Ambassador to Uganda, H.E. Vladlen Semivolos said the donation reflects the strong and growing partnership between the two countries.
“We have witnessed impressive dynamics in our cooperation, which has evolved into a multifaceted partnership. The cordial relationship between our Heads of State remains a driving force in strengthening Uganda-Russia interaction,” Ambassador Semivolos said.
He recalled the 2023 meeting between Presidents Museveni and Putin at the second Russia-Africa Summit, which he said laid a solid foundation for deepening bilateral ties. He added that Uganda’s recent recognition as a BRICS partner state would further enhance trade, investment, and industrial cooperation.
The Ambassador explained that the ongoing project is being implemented in two phases. The first involves the delivery of an assortment of equipment. The second phase will include the construction of a maintenance and repair facility in Magamaga, a patrol boat storage site and a modern floating pier in Entebbe. Construction is expected to be completed by September 2026.
“Today’s event signifies our mutual determination to strengthen military-technical cooperation and take our relations to new heights,” he added.
The Minister of Defence and Veteran Affairs, Hon. Jacob Marksons Oboth-Oboth thanked President Museveni for his strategic guidance and leadership to the Ministry and UPDF.
“We appreciate your leadership and the strategic prioritisation of security as a foundation for national development. We also extend our gratitude to the Russian government for this valuable donation,” he said.
Representing the Chief of Defence Forces, Gen Muhoozi Kainerugaba, the Commander Land Force Lt Gen Kayanja Muhanga, expressed deep appreciation for Russia’s contribution to Uganda’s defence capabilities.
“This assistance represents a commitment to peace and stability. Russia has played a historical role in the liberation of African countries, providing ideological, military, and educational support,” Lt Gen Muhanga said.
He added that the donation would enhance UPDF’s ability to carry out its duties effectively and safely.
During the ceremony, ten Russian dignitaries were honoured with the National Independence Diamond Jubilee Medal in recognition of their contribution to strengthening Uganda-Russia relations. Selected UPDF generals and officers also received the Russian Ministry of Defence Medal.
The event was attended by the Permanent Secretary of the Ministry of Defence and Veteran Affairs, Mrs. Rosette Byengoma; Chief of Joint Staff, Lt Gen Jack Bakasumba; Armoured Division Commander, Maj Gen Deus Sande; Commander of Vital Assets and Strategic Installations, Maj Gen Moses Rwakitarate; members of the Russian delegation; and senior UPDF officers.
[10/28, 6:16 AM] Ronaldo Kalangi: Court Holds Businessman Hamid Mohammed Personally Liable for Aya Investments’ Debts
A decade-long legal battle has finally caught up with Kampala businessman Hamid Mohammed, after the High Court ruled that he can be held personally responsible for the debts of Aya Investments Uganda Ltd, a company he owns and controls.
In a judgment that could reshape how courts treat corporate fraud in Uganda, Justice Simon Peter M. Kinobe of the Civil Division said Hamid deliberately used his company to hide assets and frustrate court orders meant to compensate a man he wronged years ago.
The case dates back to 2014, when Ntwatwa Jackson, a local businessman, sued Aya Investments and two others, seeking payment for a botched business deal. Court ruled in Ntwatwa’s favour, awarding him Shs 200 million in damages. But for more than ten years, he never received a cent.
Frustrated, Ntwatwa kept returning to court, filing several applications between 2023 and 2024 to seize Aya’s bank accounts. Yet every attempt failed — the company’s funds had mysteriously been shifted to another firm, Aya Flour Mills SMC Ltd, also under Hamid’s control.
According to court records, on May 29, 2024, just moments before Equity Bank was served with an order to freeze Aya’s accounts, Shs 1.03 billion was withdrawn. Another USD 800 was removed from the dollar account — both transactions signed off personally by Hamid.
To Justice Kinobe, this was no coincidence. “These actions, coupled with the transfer of company property into Hamid’s name, show deliberate acts of wrongdoing,” he said. “I am satisfied that the company’s structure was used to defeat justice.”
Citing Section 20 of the Companies Act, the judge invoked the rare legal power to “lift the corporate veil,” meaning the company’s separate legal identity could be ignored allowing Ntwatwa to go after Hamid’s personal property.
Hamid’s lawyers, Lawgic Advocates, argued that their client was not part of the original lawsuit and should not be personally liable. But the judge rejected this defense, calling the company’s setup “a sham and a device to conceal assets.”
For Ntwatwa, the ruling is a long-awaited victory after years of disappointment. For Uganda’s business community, it is a stern warning: corporate shields will not protect those who use companies to commit fraud or evade justice.
The landmark decision, observers say, reinforces accountability in Uganda’s corporate sector and could mark a turning point in how courts handle directors who misuse their companies to escape liability.
