Panic At IGG’s Office After Massive Restructuring Is Announced

Panic has broken out among staff members of the Inspector General of Government (IGG) after a massive restructuring process was announced by management last week, which is likely to see several staff members moved and others dropped.

We have learnt that the Inspectorate of Government is conducting a restructuring exercise and as a result of the same, about 200 members of staff are required to converge at Mestil and Golf Course hotels during this month of June 2020, for screening and appraisal.

However, since this comes at a time when the spread of Coronavirus is at the peak, many members of staff are worried about the safety of their health.

Insiders at the IGG’s office reveal that members of staff are not sure whether they will be first be subjected to mandatory COVID-19 screening to eliminate possible infections or they will just converge enmasse.

Besides the COVID-19 fears, several members of staff are not certain about their actual boss, because the incumbent Irene Mulyagonja, was appointed by President Yoweri Museveni as a Justice of Court of Appeal and later on sworn; but even then, she is still working as IGG, something that confuses many of the IG staff.

However, some senior members of staff argue that at this material time, restructuring is not an essential activity considering the situation world over due to the COVID-19 pandemic, yet staff at IG are not exception to this.

They thus claim that subjecting them to restructuring is not fair, because what will happen when they lose jobs, yet, H.E President Museveni, in his several state addresses, stressed that the matter of employment is key and that employers should not retrench their workers.

The concerned Staff Members thus contend that the issue of recruitment, appointment and promotion to various positions should be based on commitment, patriotism and integrity as mentioned by H.E Museveni in his many public addresses, which the Inspectorate has however ignored.

It should be noted that education is not the only qualification for appointment to anti-corruption offices. But the Inspectorate of Government has failed to comply with this idea and management is using restructuring to victimize and remove cadres, long-serving and committed officers, which is so regrettable!

Besides that, some members of staff are coming from the IG Regional offices situated in border districts like Kabale, Moroto, Hoima, Arua, Tororo and Moyo to come to attend these interviews, conducted at the expensive hotels and they are to bear the costs of travel and accommodation.

But it should be noted that this is against the Presidential directive that prohibited movement of people from the above districts to other parts of the country and suspended the use of public transport.
