Police have confirmed that one of their own who was captured on video flogging an elderly woman is an Assistant Inspector of Police (AIP) Sam Okiror and has since passed on.

Okiror was attached to Mbale Central Police Station as the Field Force Commander.

A video has gone viral showing a police officer purported to be Okiror lashing an elderly woman who was minding her business.

In The video, a police officer dashes to the elderly woman who is exiting then start lashing her before walking off giggling with fellow officers.

The act has sparked outrage on social media with several demanding actions from Uganda Police against this errant officer.

“@PoliceUg if you identify and publicly punish this Policeman. I will be very happy. Please do it for me. Please show that our Policemen at least respect Senior members of Society,” a tweep lamented.

In reply, the Chief Political Commissar of Police, Assistant Inspector General of Police (AIGP) Asan Kasingye using his personal Twitter account said the officer will go through the “disciplinary courts of law”

However, moments later, he tweeted and said the officer had been identified and has long been dead.

“I have been reliably informed that this officer, AIP Okiror, the OC FFU Mbale died three weeks ago and was buried in Bukedea. This matter can be put to rest though should remain a lesson to all of us in Police Force,” he said.

According to the Daily Monitor, Sam Okiror died on Monday, September 21 at Embago clinic where he had been swiftly admitted.

Okiror reportedly fell sick on Sunday morning, but his condition deteriorated while at the health facility, he consequently passed on and was buried Thursday 24th September at his ancestral home in Koena village, Kidongole Sub County in Bukedea District.

Reports suggest the errant officer succumbed to COVID-19, but there has not been a postmortem result as yet.

Meanwhile, it is still not clear why Okiror was whipping the elderly woman, and when he did so.
