Why M7 Appointed Bigirimana New Judiciary PS

Mr Pius Bigirimana has been transferred from the ministry of Gender Labour and Social Development to the Judiciary as Permanent Secretary, replacing Mr Expedito Kagole Kivumbi who has been sent on forced leave.
In his letter dated July 26, a copy of which was seen by Daily Monitor, the head of public service and secretary to cabinet, Dr John Mitala directed Mr Bigirimana to assume office as Judiciary PS with immediate effect.

“The appointing authority has directed that you be transferred from the ministry of Gender Labour and Social Development to the Judiciary with immediate effect. On receipt of this letter, prepare to handover your office within the existing regulations and report to your new station without delay,” reads part of Dr Mitala’s letter.
In another letter also dated July 26, 2019, Mr Kivumbi wrote to Dr Opio Okiror, the Judiciary’s Commissioner Human Resource Management, asking him to prepare the draft of his handover notes to Mr Bigirimana.

“I am writing to inform you that the appointing authority has directed that I proceed on forced leave with effect from today July 26, 2019. Consequently, I am tasking you with the responsibility to prepare the draft of my handover notes to the incoming permanent secretary, Mr Pius Bigirimana. Make arrangements for the incoming PS so as to assume Office by 8am Monday July 29, 2019,” Mr Kivumbi writes.

This comes days after Mr Kivumbi and other Judiciary officials appeared before Parliament’s Public Accounts Committee (PAC) chaired by Budadiri West MP Nandala Mafabi, for questioning over illegal expenditure of Shs34 billion in the financial year 2017/18.CreditMPL
