Lands Min. Nabakooba Intervenes In Kuwe Land Grabbing Saga, Asks IGP Ochola To Investigate Errant Police Officers

The minister of Lands, Housing and Urban Planning Hon. Judith Nabakooba has intervened in Wakiso land grabbing saga.

The matter is between Kuwe foundation and suspected land grabbers led by a one Kassimu Bainomugisha.

In the letter to the Inspector General of Police Martin Ochola, Min. Nabakooba has decried of unprofessional conduct of some police officers in the area who declined to implement a court order.

Hon. Nabakooba asked the IGP to not only save the aggrieved but also to set up a team of professional Officers to Investigate the matter.

Below is Nabakooba’s letter to IGP:

Dear Sir,
RE: COMPLAINT BY KUWE FOUNDATION ON LAND GRABBING, UNPROFFESSIONAL CONDUCT OF POLICE OFFICERS AND REFUSAL TO IMPLEMENT COURT ORDERS (LAND COMPRISED IN BUSIRO BLOCK 306 PLOTS 2612, 6143 AND 5403 WAKISO
DISTRICT.

Reference is made to the above subject matter.
Further reference is made to a complaint from the office of the President dated 18th October, 2021 wherein it was stated that a
temporary injunction was issued by the High Court of Uganda against Major Kasimu Bainomugisha restraining him from carrying out any development but he instead deployed soldiers on the said land thus going against the injunction order from Court.

Perusal through the documents submitted in my office, reveals that on 15th day of March, 2021 the family wrote to the office of the inspector general of police through the Director of operations in respect of the
complaint but has received no positive response despite the directive by the Director of operations addressed to the commander Kampala metropolitan police dated 13th April, 2021 to attend to this complaint.

The family alleges that they went to court and got several interim court orders and temporary Injunction to halt the illegal actions of the land grabbers which were ignored by the land grabbers and police, who refused or deliberately ignored to implement the said court orders (Attached are copies of the said court orders)

Through the president’s office, the family has raised several complaints to the Resident District Commissioner, the Director Crime Intelligence and the Chief of Military Intelligence (CMI), but all efforts to stop the acts of a one Kasimu Bainomugisha have been in vain. (Attached are copies of the said letters).

This bring to your attention the grave injustice and misconduct of several police officers in handling the above captioned matter of land grabbers if this matter is not handled with utmost urgency.

The purpose of this letter is to bring it to your attention that the family members are living in fear of losing their lives and they are at risk of losing their interest in the said land if this matter is not handled with utmost urgency and to further request you to setup a team of professional officers unbiased by the criminal gang to go on ground and handle the matter appropriately.
