The Joint United Nations Programme on HIV/AIDS (UNAIDS) has welcomed the decision by US Secretary of State Marco Rubio to approve an Emergency Humanitarian Waiver, ensuring continued access to life-saving HIV treatment for millions of people globally. The waiver comes amid a 90-day pause on US foreign development assistance, announced by the US Department of State as part of a broader assessment of programmatic efficiencies and foreign policy alignment.

The United States is the largest global funder of HIV treatment and care, supporting over 20 million people living with HIV in 55 countries through the President’s Emergency Plan for AIDS Relief (PEPFAR). UNAIDS Executive Director Winnie Byanyima applauded the waiver, emphasizing its crucial role in preventing disruption to treatment services.

“UNAIDS welcomes this waiver from the US government, which ensures that millions of people living with HIV can continue to receive life-saving medication during the assessment of US foreign development assistance,” Byanyima said. “This urgent decision recognizes PEPFAR’s critical role in the AIDS response and restores hope to people living with HIV.”

Mitigating the Impact of the Funding Pause

The temporary funding suspension, announced by the new US administration, initially raised concerns about potential disruptions to HIV treatment, prevention, and care services, including support for orphans and vulnerable children. However, the waiver allows for the continued delivery of core life-saving medicine, medical services, and essential supplies related to HIV treatment.

UNAIDS is actively working with governments, global health organizations, and community partners
