Shock As Works Ministry Commissioner Tibiwa Found Dead Mysteriously At Home

The Ministry of Works and Transport has been thrown into mourning following the sudden death of Ms. Rosemary Tibiwa, the Commissioner for Transport Services and Infrastructure. Ms. Tibiwa was found dead at her home on Saturday, February 1, 2025.

In an official statement shared on X (formerly Twitter), the ministry’s Permanent Secretary, Mr. Bageya Waiswa, expressed deep sorrow over her passing. “Beyond her professional achievements, Ms. Rosemary was a devoted parent, a loyal friend, and a mentor to many. Her kindness, generosity, and leadership will be deeply missed but fondly remembered,” the statement read.

It is reported that her house help and other family members, with whom she was staying, discovered her lifeless body in her bedroom in the morning. They had grown concerned after she failed to join them for breakfast following a long wait.

Ms. Tibiwa, a seasoned civil servant, dedicated many years to the transport sector. She previously served as a senior economist and lecturer at Makerere University before rising through the ranks to become a principal economist. She later became an assistant commissioner and, despite facing an interdiction, successfully challenged it in court.

Her untimely death comes at a crucial time when she was expected to assume the role of Director of Transport Services, previously held by Benon Kajuna, who recently moved to the Uganda Railways Corporation as Managing Director.

The cause of her death remains unclear, and her body has been taken to Mulago Hospital for a postmortem examination. Authorities, relatives, friends, and colleagues are awaiting the report to determine the circumstances surrounding her passing.

Ms. Tibiwa’s contributions to Uganda’s transport sector are widely acknowledged, and her death is a significant loss to the ministry and the country.
