President Yoweri Museveni of Uganda concluded his recent visit to Juba, South Sudan, under a cloud of political tension, as a much-anticipated dialogue with First Vice President Riek Machar failed to materialize. The Ugandan leader, who was invited by President Salva Kiir, held private discussions with Kiir and select government officials but did not meet with Machar, one of the country’s key political figures.

Sources indicate that Machar declined to participate in any discussions, citing concerns about security in the capital. He reportedly believes that any political engagement in Juba does not guarantee his safety and would prefer to set the terms and location of future negotiations. For now, Machar remains confined to his residence under heavy surveillance, despite growing pressure for his release.

President Museveni’s arrival coincided with the presence of an African Union mediation team known as the “Council of the Wise,” whose mission is to revive talks and foster reconciliation between South Sudan’s rival leaders. The absence of Machar during Museveni’s visit, however, cast a long shadow over these efforts.

In an address following Museveni’s departure, South Sudan’s Foreign Minister Ramadan Goc stated that their discussions focused on “urgent political matters.” Uganda’s Foreign Affairs Minister John Mulimba, however, took a more diplomatic route, emphasizing discussions on strengthening bilateral ties and regional security cooperation.

In a separate meeting with the African Union envoys, President Kiir was reportedly urged to recommit to the Revitalized Peace Agreement signed with Machar in 2018. Kiir expressed willingness to uphold the agreement, but the missing presence of his political rival left many skeptical about the genuine prospects for peace.

Meanwhile, accusations persist against Machar, who is said to be mobilizing elements of the White Army, fueling fears of renewed violence. Uganda’s military presence in South Sudan remains active, with the UPDF on high alert to quell any possible unrest.
