The High Court has issued an arrest warrant for Rachel Kiconco Mbabazi, a board member of the National Water and Sewerage Corporation (NWSC) and daughter of former Prime Minister Amama Mbabazi, over a long-standing debt that has grown to Shs 450 million.

Rachel’s financial troubles date back to 2016 when she reportedly secured a loan of Shs 150 million from Buyanga Multiservices Ltd, offering her property in Munyonyo as collateral. However, she allegedly defaulted on the repayment, prompting the lender to take legal action in 2017.

In a 2021 ruling, the court sided with Buyanga Multiservices Ltd and ordered Rachel to repay the loan along with interest calculated at 25 percent per annum. Despite the ruling, court records indicate that she has yet to honor the payment.

With the accumulating interest, the debt had swelled to Shs 400 million by May 2024 and has now reached Shs 450 million. Efforts to enforce the judgment were initially assigned to court bailiff Aloysius Lubowa of Falcon Asset Recovery but were unsuccessful.

Subsequently, Buyanga Multiservices Ltd, whose directors include Julius Kajwengye—brother of the late Keith Muhakanizi—and Denis Abasa, managing director of Mogas Uganda, turned to Moses Kirunda of Superlink Auctioneers & Court Bailiffs to take over the recovery process.

Kirunda confirmed that a warrant of arrest is active and stated that he is prepared to execute it as soon as an opportunity presents itself.
