BIG WIN! Nabeeta Lands Powerful PO28 Slot as Gen Muhoozi Reshapes PLU

Samuel Nabeeta Mmulowooza ,Patriotic League of Uganda (PLU) regional coordinator for Busoga Sub Region has been incorporated into the structured hierarchy of PLU, receiving numbered “Patriotic Officer” (PO) rank in the organisation’s newly unveiled leadership system.

The Chairman of PLU, Gen. Muhoozi Kainerugaba, released a third set of PO numbers to additional leaders within the organization, continuing a symbolic ranking system that recognizes contributions and establishes internal hierarchy.

Nabeeta was ranked PO 028 in the latest designations, announced on Sunday April 26, 2026, shortly after nationwide activities marking the 52nd birthday of PLU chairman Gen. Kainerugaba, who also serves as Uganda’s Chief of Defence Forces.

For starters , Nabeeta , is the Executive Director at ; Debu & Fi Initiatives, Sun box solar ug Ltd , Eye power engineering among others Ventures in the great lakes region and also he heads PLU in Busoga Sub Region as the regional coordinator.

For years ,Nabeeta has been an outstanding National Resistance Movement (NRM) party Mobiliser and a key founder of Team Chairman MK Project which was wrought into PLU.

Nabeeta’s Contribution to the PLU mobilization in Eastern Uganda and the whole country is unmatched and his incorporation into the structured hierarchy of PLU is not a surprise to many who have been watching the political space in Uganda.

In the recent elections , Nabeeta was on the Busoga sub regional Coordination team which delivered 54% in the area, consolidating President Museveni and other NRM leaders to power.

As one of the pioneers of team chairman, Nabeeta was the chairman organizing committee of Youth wake rallies and worked with the State Minister for Gender, Labour, and Social Development in charge of Children and Youth Affairs, Hon. Dr. Balaam Barugahara Ateenyi to promote mindset and attitude change among the youth for purposes of development , uptake of government programs among the youth and many other projects.

Incorporating Nabeeta reflects his historical contribution to the formation of the organisation and his standing within its ranks.

The latest list also includes several other political and public figures such as Lukia Nakadama Isanga (PO 022), Samuel Katugunda (PO 023), Ali Ndawula (PO 024), Francis Adome (PO 025), and retired Major Joseph Kakooza (PO 026). Others are Sam Kajojo (PO 027), Linos Ngompek (PO 029), Zipora Akol (PO 030), Joe Omara (PO 031), Prisca Yoriyori (PO 032), and Jimmy Lwanga (PO 033).

Also assigned are Muhammad Ssentayi (PO 034), Sarah Kiyimba (PO 035), General Taban Amin (PO 036), Polly Karamuzi Katwire (PO 037), the late Peter Banura (PO 039), and Shafique Ssebunya (PO 040).

Earlier assignments announced on March 22, 2026 included Frank Tumwebaze (PO 013), Haruna Kasolo Kyeyune (PO 014), Jane Ruth Aceng (PO 015), Joanne Okia (PO 016), Jackson Atima (PO 017), Ojara Mapenduzi (PO 018), Nelson Nshangabasheija (PO 019), and Frank Mwesigye (PO 020).

The structure builds on an initial rollout unveiled on March 20, 2026, which listed founding members including Muhoozi Kainerugaba (PO 001), Andrew Mwenda (PO 002), Michael Nuwagira (PO 003), Edwin Karugire (PO 004), Daudi Kabanda (PO 005), Balaam Barugahara (PO 006), Michael Mawanda (PO 007), Lillian Aber (PO 008), the late Cedric Babu (PO 009), Frank Gashumba (PO 010), Henry Basaliza (PO 011), and Fadil Twala (PO 012).

According to PLU officials, the numbering system is modeled on the historical structure of the National Resistance Army (NRA), the guerrilla force that fought in the 1980–85 liberation struggle and later evolved into the ruling National Resistance Movement (NRM) under President Museveni.

Within that system, early participants in the liberation struggle were assigned numbers that became enduring symbols of rank, seniority, and influence within the movement.

The rollout of the ranking system signals an effort by PLU to formalize its internal structure while reinforcing hierarchy and identity among its members, as the organisation continues to expand its footprint in Uganda’s political landscape.
