President Yoweri Kaguta Museveni has presided over the signing of a landmark agreement that paves the way for Starlink to officially begin operations in Uganda, a move expected to transform the country’s digital connectivity landscape.

The signing ceremony, held at State House Entebbe, brought together officials from the Uganda Communications Commission and representatives of Starlink, marking the completion of a key regulatory process that allows the global satellite internet provider to establish services in the country.

The agreement was signed by UCC Executive Director Mr. George William Nyombi Thembo and Starlink representatives led by Mr. Ryan Goodnight. The deal sets out the operational framework under which the company will provide internet services while complying with Uganda’s telecommunications laws.

Speaking at the event, President Museveni welcomed the development, describing it as a major boost to Uganda’s information and communications technology sector.

He emphasized the government’s commitment to maintaining security, ensuring transparency, and safeguarding accountability within the telecommunications industry, noting that all operators must function within a clear and regulated framework.

Following the signing, UCC handed over Starlink’s provisional operational certificate, allowing the company to begin preparations for service rollout across the country.

As part of the licence requirements, Starlink will establish a national gateway, set up a physical operational presence in Uganda, and recruit local technical and legal personnel to support its activities.

Mr. Goodnight said the partnership reflects Starlink’s commitment to expanding affordable internet access and connecting underserved communities. He added that the company also plans to support public institutions, including schools and health centres, through connectivity initiatives.

Permanent Secretary in the Ministry of ICT and National Guidance, Dr. Aminah Zawedde, said the agreement followed extensive consultations to ensure alignment with Uganda’s national regulatory standards.

The event was attended by senior government officials, including Uganda’s Ambassador to the United States, H.E. Robie Kakonge, underscoring the significance of the partnership for Uganda’s digital future.
