Russian President Vladimir Putin has congratulated President Yoweri Kaguta Museveni upon his re-election as President of the Republic of Uganda, reaffirming the long-standing friendly relations between the two countries.

In a formal congratulatory message addressed to President Museveni, President Putin noted that Russian–Ugandan relations have “traditionally been of a friendly nature” and expressed confidence that Museveni’s continued leadership would further strengthen mutually beneficial bilateral cooperation.

“It is my hope that your activities as the head of state will further contribute to the development of mutually beneficial bilateral cooperation in various fields,” President Putin stated in the letter.

The Russian leader also wished President Museveni success in his duties, as well as good health and well-being.

President Museveni was recently re-elected following Uganda’s general elections, extending his long tenure at the helm of the country. His leadership has been marked by active engagement in regional affairs, South–South cooperation, and Uganda’s participation in multilateral platforms such as the Non-Aligned Movement.

Russia and Uganda have maintained diplomatic relations for decades, with cooperation spanning political dialogue, education, military training, energy, and trade. In recent years, ties between Moscow and several African capitals have gained renewed momentum amid shifting global geopolitical dynamics.

The message from President Putin adds Russia to a growing list of world leaders who have formally congratulated President Museveni on his electoral victory.
