Big Story: Another Joint Anti-corruption Operation Nets Jinja City Officials For Selling Schools’ Land Stealing UPE Funds Worth 1.4 Billion 

Another massive raid led by the State House Anti-Corruption Unit in liaison with Uganda Police and ISO Anti-Corruption has netted some of the masterminds of the illegal sale of schools land – Spire Road Primary School and Lake Site Primary School all located within Jinja City.

The racket in the Jinja City administration that was once burst by the popular RDC Eric Sakwa, who was framed and interdicted for stopping them from getting this land was led by Ms. Amina Mutesi, the current Jinja City Education Officer and the deputy town clerk – Mr. Mawerere Peter.

Ms. Mutesi is operating a kiosk within the schools premises and also allocated herself a plot of 100 by 200 on the school land while giving the rest of the chucks of land to various businessmen and politicians for protection from justice.

While on the other land, the Deputy Town Clerk, Mr. Peter Mawerere had authored a letter allowing surveyors to partition Lake Site Primary School in Masese where the very technical officers failed the Ministry of Education from building Masese Seed Secondary School because they had already allocated themselves big chucks of the school land.

The elite operatives of State House Anti-Corruption Unit cracked the system when they first visited the sites and were briefed well by the parents who are crying about the torturous corrupt character of the City Education Officer – Ms. Amina Mutesi.

In the same crackdown, other officers at the city premises including Joy Kasowole, the Ag. Division Clerk, Nampendo Charles, the Senior Physical Planner, Waiswa Fred, the Senior Land Management Officer and Batabani Ismail were also arrested and whisked to Nalufenya Police Station to write statements for aiding the sale of the schools land while they were mandated to prevent the cruel act.

The acting City Surveyor, a one Mr. Kitimbo is currently on the run after being discovered as the one issuing the fake land titles against public properties.

There was also drama when the corrupt Amina Mutesi told the Anti-Corruption operatives that the former Deputy IGG had assented to the sale of the school land to a re-known land grabber only for the highly informed legal minds of the unit to read for her the very report from the IGG that was actually asking the city to fight to protect the school considering its weaker financial muscle.

This left the crowd elated after because the corrupt city education officer had become untouchable and they were always using the IGG report to scare away the parents and teachers from protecting their school.

The Anti-Corruption operatives also revealed credible intelligence about a scam the education officer was using to get 15% of all the UPE releases to the primary schools in Jinja for the last 5 years.

Using a fake Head Teachers Association, it was discovered that the DEO was getting a kickback of over 300 Million Shillings per year while giving these innocent Head Teachers receipts of the association claiming it’s money to facilitate schools’ activities for which parents are always charged again.

The open meeting was hosted by the hard working Jinja RCC Hon. Lt (Rtd) Saleh Kamba, who tasked the people to become vigilant and protect government resources and assets.

The RCC noted with concern that the silence about the corruption especially on land grabbing and extortion in Jinja is the cause of the city’s failure to retain its position as the second capital of Uganda and this will in the long run affects its entire growth despite the available capacity in terms of infrastructure. He thanked the Anti-Corruption agencies – State House, Uganda Police CID, and ISO for the joint effort they are doing to block the corrupt system within the local governments.
