Construction of JLOS House Kicks Off

Construction of the Justice, Law, and Order Sector-JLOS house has commenced at Naguru.

Two contractors, Seyani Brothers Limited and Semion Uganda Limited are undertaking the construction of the over 256.5 billion Shillings facility on 5 acres of land along Katalima Road.

The construction shall be in three phases, with the first phase expected to be completed in 2024.

Speaking at the groundbreaking ceremony on Friday, the Senior Technical Advisor in the Judiciary, Rachel Odoi Musoke, said that the first phase shall include the JLOS Towers that will be occupied by the Ministry of Justice and Constitutional Affairs and Ministry of Internal Affairs.

Musoke says the structures are designed to meet the needs of the different institutions in terms of the current number of employees and projected growth.

In his speech read by Harriet Lwabi, the Director of First Parliamentary Counsel, Attorney General Kiryowa Kiwanuka says, the construction of the one-stop Center will bring together JLOS institutions and access to justice will be affordable.

He says the completion of the JLOS House shall improve the working environment and strengthen professionalism and service delivery in JLOS institutions.

The Acting Minister for Justice and Constitutional Affairs Muruli Mukasa says that the project shall help the JLOS sector to save money they have been spending annually on rent. With office space measuring 20,000 square meters, the government has been paying over 24 billion shillings annually in rent for JLOS Institutions.

Mukasa added that the office of the Directorate of Citizenship and Immigration Control shall be housed at the current ministry of Internal Affairs headquarters.

Over the next seven (7) years, the JLOS consumptive expenditure on office space at the current rate is projected at over 980 billion shillings which is more than the projected cost of construction of the JLOS House.

JLOS comprises Uganda Prisons, Ministry of Internal Affairs, Ministry of Justice and Constitutional Affairs, Uganda Registration Services Bureau, the Directorate of Public Prosecutions, and the Uganda Human Rights Commission among others.
