Fare Thee Well: Former ISO Boss Brig. Gen. Charles Oluka Laid To Rest In Kalaki District

Thousands of mourners, including top government officials, military officers, and local leaders, gathered in Ousia Village, Apapai Sub-County, Kalaki District, on February 8, 2025, to bid farewell to Brig. Gen. Charles Oluka, the former Director General of the Internal Security Organisation (ISO). Oluka, who passed away on January 29, 2025, was laid to rest at his ancestral home in a solemn ceremony marked by tributes and military honors.

Vice President Jessica Alupo, representing President Yoweri Museveni, described the late Brigadier General as a “patriotic and selfless leader” who dedicated his life to safeguarding Uganda’s security. His contributions to the country’s intelligence and defense sectors, she noted, would remain an enduring legacy.

As part of military traditions, Oluka was accorded an eleven-gun salute in recognition of his service. Hundreds of Uganda People’s Defence Forces (UPDF) officers attended the burial, demonstrating the deep respect and admiration he commanded within the military fraternity.

The Chief of Defense Forces, Gen. Muhoozi Kainerugaba, highlighted Oluka’s discipline, commitment, and professionalism. In a speech read on his behalf by Deputy CDF Lt. Gen. Sam Okiding, he stated, “The UPDF and the entire nation will always honor his legacy. His dedication to duty and service to Uganda will never be forgotten.”

Leaders from the Teso region, including cultural head Emorimor Paul Sande Emolot, mourned the loss of a leader who had made a significant impact on the community. Many described Oluka as a pillar of security and development, whose absence would be deeply felt.

Brig. Gen. Oluka’s contributions to Uganda’s security apparatus, his leadership, and his unwavering service to the nation will be remembered for years to come.
