Rwanda Lifts Covid-19 Lockdown With Strict Measures, Bars To Resume Gradually

Rwanda’s government has ordered the lifting of a lockdown on the capital Kigali and eight other districts even though Covid cases are still on the rise.

The new measures will run from September 23 upto October 13, the government said in a statement after a cabinet meeting chaired by President Paul Kagame on Tuesday.

On Tuesday, September 21. 2021, His Excellency Paul Kagame, the President of the Republic of Rwanda chaired a Cabinet meeting at Urugwiro Village.

1. The Cabinet approved resolutions of the previous meeting held on September 1. 2021.

2. The Cabinet reviewed existing health measures to contain spread of COVID -19. The following measures will take effect nationwide, starting September 23.. through October 13., 2021.

a) Movements in the city of Kigali are prohibited between 11 PM – 4 AM. All businesses must close by 10 PM.

b) Movements are prohibited between 8 PM – 4 AM in the rest of the country (with businesses closing by 8 PM). However, the districts of Gicumbi, Karon’, Kirehe, ligoma and Nyagatare with high COVID – 19 incidence, curfew will apply between 8 PM – 4 AM (with businesses closing by 7 PM).

C) Public offices will continue with essential staff at no more than 75% capacity while other employees continue working from home on rotational basis.

d) Private businesses will continue with essential staff at no more than 75% capacity while other employees continue working from home on rotational basis.

e) Physical conferences and meetings will continue at 50% occupancy. All participants must present a negative COVID – 19 test result taken within 72 hours prior to the meeting.

f) Public transport (buses) should not exceed 75% of seating capacity. Bus operators must ensure windows are open for proper ventilation and passengers maintain social distancing.

g) Motos and bicycles are permitted to carry passengers and must comply with COVID – 19 preventive measures.

h) Restaurants shall continue to operate with a 50% occupancy limit. Restaurants with outdoor seating service may operate at 75% of venue capacity.

i) Bars shall resume gradually. The Ministry of Trade Industry/RDB shall provide detailed guidelines.
