Busted: How Suspended Rubaga Councilors Over Indiscipline Are Secretly Launching Campaign To Censure Speaker Musah Mbazira

A group of councilors from Rubaga division who were suspended from the council sessions last month over indiscipline have launch a secret campaign to censure the speaker of Musa Mbazira.

The 25 councilors who included the Rubaga Mayor and his deputy Fugge Rehema were suspended for indiscipline during the council session held on March 12th 2022.
According to the suspension letter, during the ordinary council meeting held on March 12 2022 at Jevine hotel, the 25 councilors led by the deputy mayor abused the decorum of the council by shouting on top of their voices , insulting fellow members, undressing the council chambers and putting the prison attire.
They also ordered for the exit of the council members, adjournment of the council, failed to fulfil the council duty of presenting the report by the deputy mayor thereby interrupting the council session meeting.
Consequently, the council resolved under MIN. NO KCCA/LDUC, 01/03/2022 that the errant members be suspended for both council and committee sessions and also make an apology or a letter of expression of regret at the end of the suspension.
“Therefore I use my discretion under rule 53 of the council standard rules of procedure to instruct you to communicate the above suspension to these errant members as directed under Rule 53(7) of the council standard of procedure” speaker Mbazira wrote in his directive to the division clerk to council Rubada division urban council dated March 28th 2022.
Against this background, the councilors together with Kampala City Lord Mayor Erias Lukwago and the National Unity Platform leadership have been devising means to deal with Speaker Musa Mbazira who have stood to his ground and has maintained that the errant councilors must be punished.
This website has learnt that the group has held two meetings at Erias Lukwago’s home in Wakaliga and another one at NUP headquarters chaired by Robert Ssentamu Kyagulanyi aka Bobi Wine.
A source who attended the one at Lukwago’s home told us that the Lord Mayor advised the errant councilors that it would not be possible for them to censure the speaker since his actions are legal and they were in wrong.
Lukwago advised the councilors that the only option they have is to organize demonstration against the speaker Mbazira and say that they are tired of him.
The councilors are later today morning expected to hold a press conference to denounce the speaker before the media.
Meanwhile, another source from the National Unity Platform in Kamwokya told us that this morning, they have dispatched another document to the councilors to collect signatures for possible censure of the speaker.
