Justice Buteera Tasks Lower Courts To Tackle Case Backlog

The Deputy Chief Justice, Richard Buteera said that case backlog shall greatly depend on Registrars and Magistrates output at their respective stations of deployment since they form the bulk of the judicial officers.

Justcie Buteera made this remark during the official opening of the Annual Registrars’ and Magistrates’ Conference at Hotel Africana, Kampala on December 14, 2023.

The two-day Conference is being held under the theme “Making Access to Justice a Meaningful Contribution to Uganda’s Transformation Journey”

In his remarks, he noted that the theme of the conference was a reminder for all to recognize the role of the Judiciary in fostering of the rule of law through adjudication of cases that promote a crime-free society for development.

According to Justice Damalie Lwanga, the Executive Director of the Judicial Training Institute, the conference’s goal is to retool and refine Registrars’ and Magistrates’ professional skills and build their capacity in justice delivery.

She appreciated the top management for the recent recruitment that has seen a big rise in their number of judicial officers and congratulated those who have been promoted.

Justice Lwanga also requested that a separate conference for Registrars be held next year to ably accommodate their growing numbers.

The Chief Registrar, Sarah Langa Siu, made a presentation on Performance Reports of Registrars, Chief Magistrates and Magistrates.

She further updated Registrars and Magistrates about various aspects in the Judiciary and emphasized the need to improve work relations with their colleagues.

She encouraged them to always “soldier on” and uphold the basic principles of justice delivery to the people where they derive their powers from.

Later in the day, there will be presentations on the Judiciary Innovations; and the use of ICT in the Administration of Justice as well as Practical Aspects of the Law on Bail; and the Constitution(Bail Guidelines for the Courts of Judicature) (Practice) Directions, 2022.
