The Association of Fishers and Lake Users of Uganda (AFALU) has officially announced the date for its Annual General Assembly, set to take place on Thursday, October 3, 2024, at Gaba Beach Hotel in Gaba.
The event will run from 9:00 a.m. to 4:00 p.m. and will serve as a significant gathering for the association’s members, partners, and stakeholders.
In an advert addressed to all concerned parties, AFALU’s General Secretary, Mr. Makanga Moses, extended formal invitations and highlighted key discussions that will take place during the assembly.
One of the main items on the agenda is the review of proposed amendments to the AFALU constitution.
These amendments are aimed at strengthening the association’s governance framework, enhancing its service delivery to members, and aligning with changing trends within the fisheries and water usage sectors.

AFALU, established as a non-governmental organization, serves as a critical body advocating for the rights, welfare, and sustainability of Uganda’s lake users and the broader fishing community. Its membership is composed of individuals and entities engaged in various aspects of lake use, including fishing, transportation, tourism, and conservation.
The association plays a pivotal role in fostering sustainable lake management by collaborating with local governments, environmental agencies, and other stakeholders to ensure that fishing activities and lake usage are conducted in a manner that preserves aquatic ecosystems. AFALU also works to educate its members on best practices in fishing, environmental conservation, and safety measures, providing a platform for training and capacity building.
Key Roles of AFALU:
1. Advocacy: AFALU represents the interests of fishers and lake users by engaging with government authorities and regulatory bodies to influence policy decisions. The association advocates for policies that promote sustainable fishing practices, fair access to lake resources, and the protection of lake ecosystems.
2. Sustainability Initiatives: Through partnerships with environmental organizations, AFALU promotes the conservation of fish stocks and the protection of lakes from overfishing, pollution, and illegal activities. It actively supports initiatives that aim to balance human activity with the preservation of biodiversity in Uganda’s lakes.
3. Capacity Building and Education: AFALU conducts training sessions for its members on modern fishing techniques, lake resource management, and legal regulations affecting the sector. The association equips fishers with knowledge and skills to improve their livelihoods while minimizing environmental harm.
4. Conflict Resolution: The association plays a mediation role in resolving disputes among lake users. Whether conflicts arise between fishers or between fishers and local authorities, AFALU steps in to negotiate and find peaceful solutions.
5. Economic Empowerment: AFALU supports fishers by connecting them to markets and encouraging value-added processes that improve their income. It also lobbies for better working conditions, improved infrastructure for fishing communities, and access to financial services.
As AFALU prepares for its annual general assembly, the focus will not only be on constitutional amendments but also on how the association can further enhance its contribution to Uganda’s fisheries sector.
