The Nakawa senior state attorney has formally charged Joline Kanohere Rugari, the wife of prominent Kampala diplomat Chris Rugari, with the murder of Nganwa Rugari, believed to be a close family member. The shocking incident, which unfolded in the affluent neighborhood of Mutungo Hill Parish, has rocked the diplomatic and social elite of Kampala.
According to court documents (CRB: 095/2025), Joline Rugari, a 48-year-old Munyankole by tribe and resident of Mutungo Zone 8, is accused of unlawfully murdering Nganwa Rugari between April 1st and 2nd, 2025. The charge sheet indicates the crime was committed with malice aforethought, contrary to Sections 171 and 172 of the Penal Code Act.
Also charged in the same case is Robina Nabanja, 24, a Munyoro by tribe and the family’s maid. Nabanja is accused of being an accessory after the fact to murder, under Section 189 of the Penal Code. Prosecutors allege that she knowingly assisted Joline Rugari in evading justice following the murder, which took place within the Nakawa Division of Kampala District.
The two women were arraigned before D/SP Akongo Bibiana, the magistrate presiding over the preliminary proceedings. The prosecution, led by the Nakawa Chief State Attorney, stated that investigations are ongoing and the accused will be remanded as the case is prepared for committal to the High Court for trial.
The motive behind the killing remains unclear, but authorities have promised a thorough investigation.
