A woman identified as Valentine Agwang Kasaija, who purports to work with State House, is being hunted over allegations that she conned Shs 32, 250,000 (thirty-two million, two hundred and fifty thousand) from a city pastor, under the pretext of organizing a meeting between him and President Yoweri Museveni.

Agwang is accused by Pastor David Kwesiga, of Prayer and Divine Healing International Ministries in Naalya, of having fleeced money from him after she promised to take him to State House to meet the President, who she convinced him would provide funding for the church.

Documents seen by this reporter indicate that she took the money as a debt she secured from pastor Kwesiga on February 04th, 2022 and promised to refund it on February 10th, 2022 but since then all efforts to make her pay up have proved fruitless.

Sources privy to the matter reveal that at first when Kwesiga started demanding for his money, she tried to deny having taken it and it was only after the church hired a private investigator identified as Peter Wetaka that she admitted having taken it and promised to refund although she has not to date.

According to Kwesiga, Agwang approached him with a proposal that she needed some money to organize a function sponsored by State House on the International Youth Day.

She reportedly promised if that if he injected money in her function, she would return the favour by not only refunding the money but also organizing a meeting between him and President Museveni and also helping him secure funding from State House, promises she never fulfilled.

She instead black-listed Kwesiga, avoid all forms of contact with him and he managed to track her down with the help of Wetaka, a private investigator.

When Wetaka called Agwang on phone, she told him of how she had gotten an accident and been bedridden for a long time and that she was willing to refund the money after seven days.

But when the seven days she asked for elapsed, Agwang was contacted again and this time round she issued cheques on February 18th, 2022, which were to be withdrawn from her account No. at Centenary Bank, Ntinda branch.

However, the cheques; three of Shs 10m and another of Shs 2, 250,000, written in the names of Joet Mulyowa, both bounced due to insufficient funds on her account and since then she is hiding from the Pastor.

In a bid to hunt her down such that she refund his money, Kwesiga has since petitioned the Director Criminal Investigations Division (CID), such that detectives can bring her to book.

Kwesiga’s petition dated March 11th, 2022, titled; ALLEGED FRAUD OF 32,250,000 FROM PASTOR KWESIGA DAVID WYCLIFF BY VALENTINE AWANG KASAIJA OF STATE HOUSE’ reads in part thus;

On 4th Feb 2022 a one Valentine Agwang took my Thirty two million shillings on pretext that she works in State House Youth Desk that she will help me access the President and getting more funding for my church Prayer and Divine Healing International Ministries Naalya.

Since then I have been calling her to refund my money since she never took me to State House nor getting the State House funding.

On many occasions I have been demanding the money and she scares me that she is untouchable and related to Col. Oluka of ISO being her father and that she is a friend to IGP and highly connected.
After so much Hussle, she issued me cheques that bounced.

Sir, my humble request to you is to seek help in your good office for redress since Valentine Agwang is untouchable.
I will be most grateful if my complaint is handled.”

It should however be noted that according to her Facebook page ‘Val Kasaija’, Agwang claims to be working with Uganda Broadcasting Corporation (UBC) and the Chief Executive Officer (CEO) of Horizon TV.

She also purports to work with SPA Youth Affairs at State House.
