Jailed former NSSF MD David Chandi Jamwa tops a list of 10 inmates who have been offered forgiveness under the Presidential prerogative of mercy, a signed document by president Museveni has revealed. ” Yes. That letter is authentic and I think he might already have been released from prison,” the source said.
President Yoweri Museveni’s instrument of pardon stated that, “In the exercise of the power vest in me under article 121 (1) (a) of the constitution of the Republic of Uganda, 1995 as amended and on the advice of the advisory committee on the prerogative of mercy, I hereby grant pardon to the persons below, on public health and humanitarian grounds.”
Jamwa was convicted for abuse of office and causing financial loss by an Anti-Corruption court. He was convicted and sentenced to 12 years imprisonment for causing NSSF a financial loss of sh3billion.
Jamwa was accused of selling several government bonds held by NSSF before their maturity date to Crane Bank, and at a price below their value in 2007. NSSF got sh36 billion instead of an expected sh39 billion from the bonds.
The said bonds were bought at 34 billion shillings, and after a period of three years they were supposed to realise a value of 39 billion shillings and not 36 billion shillings, that Jamwa chose to sell them.By independence
