Hajji Kakande Urges Teso Leaders to Bolster Security, Drive Socio-Economic Transformation

The Secretary in the Office of the President, Hajji Yunus Kakande, has called on Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs) in Teso to strengthen security measures and champion government development programs in the region.

Speaking at the opening of a three-day capacity-building workshop at Akello Hotel, Soroti City, Kakande emphasized the need for vigilance against criminal gangs and a commitment to socio-economic progress.

Hajji Kakande tasked the commissioners with dismantling criminal groups such as the Owokwok and Ikok gangs, which have been causing insecurity in parts of Teso.

“Do not allow organized groups to gain ground. They could transform into armed militias and challenge the government. Protecting security in this region is non-negotiable,” he said.

He also highlighted the importance of collaboration with security agencies and community engagement to address the root causes of crime, ensuring Teso does not return to the insecurity of the past.

The Secretary underscored the RDCs’ role in driving socio-economic transformation. He called for proactive participation in the Parish Development Model (PDM) and urged commissioners to mobilize communities, provide technical guidance, and ensure transparency in managing resources.

“RDCs are the President’s representatives closest to the people. It is your responsibility to ensure that citizens receive quality services that improve their lives,” he said.

Kakande also noted the significant progress in Teso, including advancements in agriculture, education, and infrastructure. He encouraged RDCs to sensitize the population on the benefits of government programs, such as PDM, to eradicate poverty and improve livelihoods.

Promoting the NRM Agenda

With the 2026 general elections approaching, Kakande reminded RDCs of their duty to promote the National Resistance Movement (NRM) government’s achievements.

“The NRM has delivered on its promises, especially in Teso and Sebei. Let’s ensure our people are informed about the progress made and motivated to support President Museveni and the NRM in the upcoming elections,” he said.

He urged the people of Teso to acknowledge and appreciate the development strides under the NRM by supporting the party in the elections.

Sr. Grace Akiror, the Deputy Head of the RDC Secretariat, emphasized the need for ethical leadership. “As representatives of the President, you must act with integrity, empathy, and accountability. These values will ensure you fulfill your roles effectively and maintain public trust,” she said.

She reiterated the workshop’s purpose: equipping leaders with skills to enhance service delivery, mobilize communities, and address challenges effectively.

RCC Soroti City, Mr. Paax Peter Pex, reassured participants of a generally stable security situation in the city, despite isolated criminal activities. “We are actively addressing the issue of criminal gangs through operations and community awareness. Soroti remains calm and continues to host high-profile events and dignitaries,” he said.

Hajji Kakande concluded by urging commissioners to serve as proactive agents in implementing government programs. “Work tirelessly to sustain the peace and prosperity in Teso. Transparency, accountability, and community engagement are critical to our success,” he said.
