President Yoweri Kaguta Museveni has named Ms. Agnes Kainza Nzogi as the first-ever Permanent Secretary (PS) of the Office of the Director of Public Prosecutions (ODPP). Her appointment, made under Article 174 (2) of the Constitution, follows a request from Director of Public Prosecutions (DPP) Lady Justice Jane Frances Abodo.
A statement from the ODPP, issued on February 27, 2025, emphasized that the creation of this position was necessary to strengthen the institution’s engagement in government decision-making processes. The move is expected to improve coordination with various ministries, development partners, and other key stakeholders.
Justice Abodo highlighted the importance of having a Permanent Secretary to oversee administrative, managerial, and policy-related duties. She noted that this would enable the ODPP’s leadership to focus primarily on prosecutorial responsibilities. “With the ODPP’s growing institutional structure, having a Permanent Secretary is essential to ensure smooth operations and adequate support for the office’s mandate,” she stated.
In her new capacity, Ms. Nzogi will be responsible for directing institutional strategies, ensuring adherence to service delivery standards, and overseeing the implementation of key work plans to enhance the ODPP’s overall effectiveness.
