Col Emmy Katabazi Lectures RDCs On Revolutionary Mobilization To Boost Socio-Economic Transformation

Col Emmy Katabazi, the Deputy Director General of the Internal Security Organization (ISO), has encouraged the Assistant Resident City Commissioners (ARCCs) and the Assistant Resident District Commissioners (ARDCs) to ensure that they carry out revolutionary mobilization in the areas of their jurisdiction with the aim of promoting socio-economic transformation in Uganda.

Col Katabazi was giving his keynote address to the Assistant RCCs and RDCs at the National Leadership Institute (NALI) in Kyankwanzi on June 2, 2024, on their role as mobilizers and what they should do in order to enhance socio-economic transformation in the country.

As he delivered his keynote address, Col Katabazi put emphasis on the newly appointed assistant city and district leaders familiarizing themselves with the Parish Development Model (PDM) and its seven pillars, adding that ISO has developed a computer program to monitor and evaluate the progress of the program across the country. He said that the government programs are aimed at alleviating poverty and ensuring that the country attains the middle income level.

“The strategic goal of Uganda is to be prosperous by modernizing and causing a metamorphosis of its society into a middle-class and skilled working class and eventually into a knowledge-based society,” he said.

He cautioned the new appointees against getting involved in corruption and to desist from it in every way possible since it undermines development. He, therefore, emphasized the fight against corruption.

“Don’t ashame the president who appointed you. You have just been appointed, and what you are thinking about is, How do I eat? So, don’t get involved in land scandals and other forms of corruption, but also fight it. Look at yourself and gauge whether you’re equal to the task or not,” Col Katabazi said.

Col Katabazi urged the participants to abide by the law and respect the morality of society by being morally upright and disciplined while executing their duties. He, therefore, asked them to behave in a more magnified manner.

“Avoid drunkenness and other immoral acts while in your districts and areas of operation,” the Colonel noted.

He strongly encouraged the participants to take an interest in the strategic interests of the nation to ensure democracy and nation-building.

“Are you doing research to increase national interests, or are you doing research to become professors of other things?” Col Katabazi noted.

The Colonel asked the assistant RCCs and RDCs to pay attention to President Museveni’s directives and execute the duties as required, adding that they should be patriotic and diligently serve their country to promote peace and economic development. He asked them to preserve the environment and control wetland encroachment.

The 357 newly appointed assistant RCCs and RDCs, among whom 69 are ladies, are attending a two-week orientation retreat at the National Leadership Institute-Kyankwanzi and are expected to be passed out on Friday, June 7, 2024, by the Vice President, Maj (Rtd) Jessica Alupo.explorer
