Liaise With Attorney General, Prime Minister To Amend 1964 Outdated Law- Among Tells Off Stuck Red Cross

The Speaker of the Ugandan Parliament, Anita Among, has called on the leadership of the Uganda Red Cross Society to work closely with the Attorney General and Prime Minister’s offices to initiate amendments to the outdated Red Cross Act of 1964.

During a meeting with Red Cross Secretary General Robert Kwesiga, Speaker Among acknowledged the limitations of the current law, which fails to adequately define the government’s financial responsibilities towards the humanitarian organization.

“The current legislation does not reflect the demands of today. It contains ambiguities, particularly regarding financial contributions and government support to the Red Cross,” said Kwesiga.

Speaker Among emphasized the need for a revised legal framework to address these gaps. She noted that a previous attempt to amend the law during the 10th Parliament was unsuccessful as it failed to align with Article 93 of the Constitution, which mandates that such bills must be introduced by the government.

“As Parliament, we pledge to ensure the amendment is enacted swiftly to support the critical work of the Red Cross,” she stated.

Among also praised the Red Cross for its indispensable role in responding to disasters in regions such as Bududa and Kasese, which are often affected by landslides and floods.

“You are always on the ground where disasters occur, providing essential humanitarian support to affected Ugandans. Your efforts are greatly appreciated, and it is important we equip you with the necessary legal backing to enhance your operations,” she said.

Kwesiga highlighted the financial challenges facing the Red Cross, despite having a funding framework with the Ministry of Health and the Office of the Prime Minister. According to him, financial support from these entities has been inconsistent, with the Ministry of Health reducing its contribution from UGX 11 billion to UGX 5 billion in the current financial year. Additionally, a promised UGX 12 billion from the Office of the Prime Minister has yet to materialize.

To expedite the legislative process, Speaker Among tasked the Commissioner of Parliament, Mathias Mpuuga, to work with the Red Cross leadership to prepare a draft bill. She expressed optimism that the amendments would provide a stronger financial and operational framework for the organization’s humanitarian work.
