Parliamentary Committee Screens Justice Singiza, Kania For JSC Leadership

The Parliament Appointments Committee, chaired by Speaker Anita Among, has vetted Justice Douglas Singiza Karekona and Lady Justice Rosette Comfort Kania for key leadership roles in the Judicial Service Commission (JSC). The two nominees were selected by President Yoweri Museveni on March 5, 2025, to serve as Chairperson and Deputy Chairperson, respectively.

Justice Singiza Karekona is poised to take over from Justice Benjamin Kabito, who completed his term in January after leading the commission for nearly a decade. Lady Justice Kania, meanwhile, has been nominated to replace Justice Faith Mwondha as Deputy Chairperson.

Following the vetting process on Tuesday, March 11, Speaker Among confirmed that the committee’s report would be forwarded to the appointing authority for final approval.

Profiles of the Nominees

Justice Douglas Singiza Karekona

Singiza holds a PhD in Public Law from the University of the Western Cape, alongside a Master’s in Human Rights from the University of Pretoria. His legal career has included serving as Chief Magistrate at Buganda Road Court, where he presided over high-profile cases, including applications involving opposition figures such as Dr. Kizza Besigye and lawyer Eron Kiiza.

Prior to her appointment to the High Court, Kania played a critical role in financial regulation as the Director of Market Supervision and Compliance at the Capital Markets Authority. She has an extensive background in trade and investment law, having worked as a consultant for the East African Common Market Scorecard and an advisor to USAID’s East Africa Trade and Investment Hub. Kania earned her Master’s in Commercial and Corporate Law from University College London and holds a Bachelor of Laws from Makerere University.

The JSC, which comprises nine members, plays a vital role in recruiting and disciplining judicial officers. The latest appointments help fill the leadership vacuum left by the exit of five officials earlier this year.

Speaker Among is expected to officially communicate the committee’s findings to President Museveni as part of the legal appointment process. Once confirmed, Singiza and Kania will be tasked with overseeing the commission’s mandate to uphold integrity and accountability within the judiciary.
